This is the Corprusarium, one of the most popular attractions with theives and plunderers, though also the most potentially deadly. The owner of Tel Fyr, Divayth Fyr collects victims ofthe corprus disease. He houses them, and cares for them, but he also loves the complexity of the disease. He allows theives to try and steal the goods placed at the heart of the corprusarium with only two rules. Don't hurt his daughters, and don't hurt the Corprus inmates. You are allowed to attack the guards and warden, but that would be a suicide mission with the number of guards within the structure.
